Excessive barking while playing

I’m was wondering if anyone had any suggestions on how to deal with excessive barking at other dogs. My 9 month old foster dog loves to play with other dogs, but he meets a dog who won’t immediately start playing and wrestling with him at the dog park, Austin barks incessantly. I know dogs sometimes bark when playing with other dogs and that’s fine, but Austin’s barking is really non-stop. The hard part is that he usually finally gets the dog to play with him, so the behavior seems to be fairly self-rewarding. I’m working on clicker training him and I’ve tried to c/t as soon as he stops barking at the other dogs, but when there are dogs around to play with, Austin couldn’t care less about food.

And–standing in the middle of a group of dogs at the dog park with some good treats also has a host of its own problems! I’ve tried grabbing him and doing a time-out, but when he’s leaping around I often can’t get a hold of him.

Any suggestions would be much appreciated.
